摘要
在对垂直型经济进行概念界定的基础上,分析其协调发展区域外部性的概念、内涵及形成机理,并依据外部性力量源泉将其分为市场外部性和政府行为外部性,其中市场外部性归结为"资源产权"不明晰,不完全竞争和信息不对称,而政府行为外部性归结为"理性人"对"区域利益"的追求及政府纠错行为自身;在此基础上指出明晰资源产权、建立利益分享和补偿机制、规范政府制度供给是减少(内化)区域外部性,实现垂直型经济协调发展的有效途径。
On the basis of defining the concepts and connotations of vertical economy,this paper analyses area externality＇s concept,connotation and formation mechanism,points out that the market and government behavior externality is a substantial clause of regional rigid relationship and coordinated development,while the market externality is ascribed to confusion of regional property right,imperfect competition,information asymmetry and the government behavior externality mainly attributed to the barriers to trade,local protectionism,government behavior corrective.Furthermore,this paper indicates that clearing property rights,establishing benefit sharing and compensation mechanism and regulating the government supplies system are effective approaches to decrease（internalized） regional externality and accomplish vertical economy＇s coordinated development.
