摘要
中国热带农业科学院院基本科研业务费专项主要用于支持符合公益性职能定位、能提升科技创新能力和管理水平的研究工作。通过加强制度建设、重视立项管理、提供条件保障,强化过程管理和预算执行等举措,保证了院本级基本科研业务费专项的顺利实施。全院科技、财务、人事等管理体系得到健全和完善,人才队伍结构得到显著改善,科技成果产出能力明显增强,有力地支撑了我国热带现代农业科研管理、科技创新、产业发展和宏观决策。
The fundamental scientific research funds of Chinese academy of tropical agricultural sciences mainly supported the research work which can accord with public welfare function orientation, promote technology innova- tion ability and management level. Through the measures including strengthening the system construction, paying attention to the project management, providing ensuring conditions, strengthening the process of management and budget execution, and so on, the basic scientific research funds were implemented successfully, the technology, fi- nancial, human affairs management system were enhanced, talent team structure was improved, science and tech- nology achievements were significantly enhanced, which strongly supported the management of tropical agricultural scientific research, the innovation of technology, the industrial development and the macro decision.
