摘要
地质工作体系由地质工作管理体制和地质工作运行机制两大部分构成,地质工作管理体制改革是指地质工作管理机构及其行政管理体制、领导体制、层级管理体制的改革;地质工作运行机制改革是指在地质工作管理体制框架内对支持其运行的方法、手段、环节等方面的改革和创新。地勘队伍"两属化"改革以来,特别是近期颁布的中央5号文件决定了事业单位的分类改革要大力推进,地勘单位改革必须从属于全国事业单位改革,国土资源主管部门在事业单位改革和地勘单位改革中的职责就是推动有利于地勘单位改革发展之政策的制定和实施,地勘单位改革要按"两条线、三步走"的方式进行,并处理好改革过程中相关各方面的关系,使改革协调进行。
The system of geological work is formed by management system and operational mechanism.The reform of management system of geological work includes the reform of geological work management agency,administrative system,leadership system,hierarchy management system;while the reform of operational mechanism of geological work refers to the reform and innovation of methods,means and links which support its operation within the framework of geological work management system.This paper argues that since the reform of management based on where the geological team is located,especially the recent No.5 document issued by the central government determines to vigorously promote the reform of the classification of institutions;the reform of geological prospecting units must be subordinate to the national institutions reform;the duties of the department in charge of land and mineral resources in the reform of institutions and geological prospecting units is to promote formulating and implementing the policies which is conducive to the reform and development of the geological prospecting units.It also points out that the reform should be according to the way of 'two lines and three steps',handle the relationship of all aspects and make the reform coordination.
