摘要
非政府组织是社区矫正工作体系中的重要力量,上海的非政府组织参与社区矫正工作的实践经验为我们提供了诸多有益的启示。非政府组织介入社区矫正有着深厚的法理基础和政策支持,其角色定位也应当由参与配合型向协同支持型转变,并且在社区矫正中着重突出其宣传教育、专业矫治、辅助执法、福利保障和资源整合的五方面功能。
Non-governmental organizations are important force in community correction system.The practical experience of Shanghai non-governmental organization taking part in community correction provides us with many useful lessons.There are strong legal basis and policy support in the community correction of non-governmental organization.Its role should be changed from participatory type to collaborative support type.And in community correction,non-governmental organizations should focus on 5 functions of publicity and education,professional treatment,auxiliary enforcement,welfare protection and resource integration.
