摘要
印度海萨2×600 MW火电机组工程的调试包括整套启动调试及预调试指导,调试过程问题多,困难大,试运过程不顺利,致使调试时间长、风险大。原因是印度火电建设工程的现实环境不佳,中印工程管理理念有差异,存在许多问题,如:安装进度慢、质量差;没有组织指挥机构,双方协调及配合困难;不遵守调试和操作规程;运行水平低,安全风险高;技术支持困难、设备问题多等。通过中印双方不断总结和改进,逐步克服了调试期间的这些问题,完成了机组的调试任务。
Commissioning of the Indian Hisar 2×600 MW project mainly includes unit startup commissioning and trial commissioning instructions.Many problems and difficulties were encountered during commissioning,which led to long commissioning duration and huge risks.The causes for above problems include the poor environment for thermal power construction in India,the conception difference between Chinese and Indian project management,slow construction progress and poor quality;no leading organization institution,difficulty in mutual coordination and cooperation;non observation of commissioning and operation regulations;poor operation ability,high safety risk,poor technical support and many equipment problems.Through continuous improvement by both parties,the above problems were gradually overcome during commissioning and eventually the unit commissioning task was completed.
