摘要
为了挽救自己的统治,清政府效仿西方议会政治,于1908年颁布了一系列宪政法令。其中咨议局议员选举首当其冲,成为议会制实践的第一个阵地。清末洮南府是奉天省北部的重要政治中心。清末洮南府咨议局议员选举体现东北三省议会制选举实践的基本特征。洮南府咨议局议员选举的细节是深入研究西方议会制在东北三省实践的依据。洮南府选举中的状况反映了清末中国政局的困境。
In order to save its rule, the Qing government issued a series of constitutional decrees in 1908 by following the Western parliamentarism. The Representative Election in Consultative Office became the first step. Taonan Government in Late Qing Dynasty was the important political center in the north of Mukden Province, and the Election reflected the basic features of Parliarnentarism. The details of the Election is the basis for people to study Western Parliamentarism. The situation in the Election revealed the political dilemma of Late Qing＇ s political situations.
