摘要
政策过程理论关注政治主体的互动对于公共政策的影响,由此需要研究指导政策参与者行为的驱动因素。传统的公共政策研究多采取利益基础上的分析,此外还存在另一种研究取向即关注观念、意识形态等主观性的信念因素。本文基于当前西方主流的政策过程理论之一——倡导联盟框架对于信念体系的分析,来探讨将信念因素纳入政策过程研究中对于我国当前公共政策理论与实践的借鉴意义。
Theories of policy process concern with the influences of political actors＇ interaction on public policy.So we must study the driving factors that guide policy participants＇ behavior.Traditional public policy study is often based on the analysis of interests,in addition,there is another research orientation,that is,concerning subjective confidence factors such as concept and ideology. Based on the analysis of belief systems according to one of the western mainstream policy process theories,the advocacy coalition framework,this paper discusses the reference meaning for China＇s current public policy theory and practice by putting confidence factors into policy process study.
