摘要
本文在分析铁路工程招投标的现状基础上,分析招投标阶段业主和投标方面临的主要风险,重点对铁路工程招投标阶段业主面临的道德风险、技术风险、契约风险,投标方面临的投标决策、报价、缔约履约风险展开详细论述,最后对双方的风险防范分别提出了积极的应对措施。
Based on analysis of present situation in railway projects bidding,the main risk factors which owner and the bidder faced in the bidding stage are analyzed,with the emphasis on the moral risk,technical risk,contract risk that owner faced and the risk in bid decision-making,quotation,contract signing and fulfillment of the bidder.Finally,some positive measures are put forward to defend the risks,respectively.
