武汉市学校食品安全现状分析及监管对策探讨

摘要 目的了解武汉市学校食堂食品安全状况,分析存在问题,提出监管思路,保障学校食堂饮食安全。方法采用现场查看、询问和填写调查表的方法进行调查。结果普通高校的情况较好,幼儿园的情况较差。部分学校食堂存在无证经营;管理制度不落实,设施和设备不足,食品的采购索证、验收、存放管理漏洞大。结论要明确学校领导责任,完善管理制度,建立食品安全信用体系;执法部门要加大监督管理力度,加强宣传培训力度,建立和完善食品安全应急体系;适时制定适合幼儿园和中小学校食堂的地方许可标准,实行差别化管理。 Objective:To come up with ideas for supervision and management by understanding situation of food safety and analyzing problems in school canteens of Wuhan Municipality, so as to ensure the food safety of school canteens. Methods: To carry out investigation by ways of spot inspections, inquiries and questionnaires. Results: The situation of food safety is better in colleges than in kindergartens; some school canteens have even run their business without certificates; the management systems have not been implemented; the facilities and equipments are inadequate; there are problems in demanding certificates, acceptance cheeks and storages of food. Conclusion: To clarify responsibilities of school leaders, improve the canteen management systems and establish the school canteen food safety credit system; the law enforcement departments should intensify supervision and management, strengthen the publicity and training of related food safety knowledge, establish and improve the emergency system of food safety regulatory measures; to set local licensing standard which suitable for the present situation of kindergarten and primary school canteen, and implementation of differential management of school canteens.
