摘要
公立医院改革是我国新一轮医改的重要环节,也是最为艰巨复杂的改革环节。公立医院治理结构的改革,又是公立医院改革的一个重要环节,是实行管办分离的重要内容。法人治理结构改革的根本精神在于,将公立医院的管理自主权从政府部门下放给医院,从而使政府能够集中精力进行医疗行业的监管,同时履行出资人的监管职责,医院本身则搞好自身管理,同时在保证经济收入、国有资产保值增值的同时,满足病人和社会的需要。本文从建立公立医院法人治理结构需要解决的问题出发,吸收了世界银行有关研究成果,考虑我国公立医院的具体情况,探讨了公立医院法人治理结构的基本理论,力求体现法人治理的基本原则,并对全国公立医院改革具有一定的借鉴意义。
The reform of governance structure is an important component of reforming public hospitals.The nature of reforming governance structure is to transfer the management power from government to public hospitals.The government can thus concentrate on monitoring the health care sector as well as supervising public hospitals as the owner.At the same time,public hospitals can manage themselves and increase their revenues and the value of the public assets as well as to meet the needs of patients and the society.Based on principle of reforming governance structure of public hospitals,absorbing the recent results of the World Band studies,and considering the specific situation of China＇s public hospitals,this paper has discussed the basic theories of governance structure of public hospitals.It aims to reflect the basic principles of reforming governance structure and to make the theories be applicable to the reform of public hospitals in China.
