摘要
我国能源消耗强度在"十一五"前四年呈现显著下降的趋势,但各省份的能源消耗强度下降存在比较明显的差异。文中研究认为:我国各省份能源消耗强度在短期内不会改变"西部最高、中部次之、东部最低"的分布特点;节能降耗宏观政策在各省份节能过程中的有效性存在很大差异;各省份节能潜力和实际节能效果存在较大差别;金融危机对节能降耗有负面影响,但不应影响节能目标的实现;实现既定的"十一五"节能目标对实现2020年二氧化碳减排任务至关重要。
The whole energy intensity has become lower and lower during the first four years in the eleventh-five-year planning period.There are significant differences in energy intensity decrease trend of each province in China.The distribution characteristics of energy intensity,the highest in west region,less high in middle region and the lowest in east region,will not be change in a short period.There are differences in the effects of macro-policies to conserve energy among provinces.There are great differences between energy conservation potential and actual energy conservation effect among provinces.Although the world financial crisis has brought much negative effect on energy conservation,it shouldn＇t hinder our way to realize the aim of energy conservation during the eleventh-five-year planning period.The reality of energy conservation aim during the eleventh-five-year planning period is very important to finish the CO2 emission reduction task made for 2020.
