摘要
2010年11月以来,俄日领土争端再次成为东北亚地区的热点问题,俄日关系因该问题而严重恶化,双方僵持不下。南千岛群岛问题(日本称北方四岛问题)之所以成为难解之结主要有三方面的原因:涉及俄日核心国家利益,俄日强烈的国家民族主义情结,以及国际法依据没有达成共识。虽然两国均就此问题表明了态度也均提出过解决方案,但二者迥异,难以达成统一意见。简要梳理和分析了俄日在领土争端问题上的解决方案及其差异,并就此问题的未来发展前景提出了一些简要看法与建议。
Since November 2010,Russian-Japanese territorial dispute has once again become a hot issue in Northeast Asia.Russian-Japanese relation is deteriorated because of this problem,and the two sides are deadlocked.There are three main reasons for the South Kuril Islands＇ problem（the four northern islands called by Japan） which becomes the Gordian knot.The reasons include as follows： the core national interests involved in the issue,strong nationalistic feeling in Russia and Japan,and no consensus based on international law.Although both countries have declared their attitudes on this issue and put forward solutions,they are still difficult to reach a unified opinion for their completely different positions.This article analyzes the solutions of the territorial dispute from Russia and Japan and the differences between the solutions,and further puts forward some brief views and suggestions aout development prospects of this issue.
