摘要
加入"政府采购协议"(GPA)是台湾继加入WTO之后在扩大国际经济空间上的又一重大收获。这一举措的动机并非为获得GPA所带来的政府采购市场机会,而更多是出于扩大国际参与度的考虑。这也决定了其谈判过程多次波折。从谈判结果来看,加入GPA对台湾本身的经济和贸易发展影响不大,但对两岸关系以及祖国大陆加入GPA谈判却有一定的潜在影响。
Taiwan＇s accession to the Agreement on Government Procurement（GPA） is another accomplishment in expanding its international economic space following its WTO entry.The principal motive of Taiwan doesn＇t seem to be getting access to other signatories＇ government procurement markets but to broaden its international participation.This resulted in the twists and turns in the process of its whole negotiation.The outcome of the negotiation shows that the GPA accession has a little economic and trade significance to Taiwan,but it will have some potential impact on the Cross-Strait relationships and the oncoming negotiations about the accession of China's Mainland to the GPA.
