摘要
分析了辽宁省城市化发展带来的土地利用短缺和土地的供需矛盾日益突出的集中表现:在城市扩展侵占耕地现象严重,城市快速扩展造成旧城存量土地利用不合理,土地利用效率低,房地产开发用地数量较大,不切实际的"大城市化"和城市化步伐加快,在土地集约经营过程的一些政府行为。提出了编制科学合理的城市规划,建立健全辽宁省的土地使用制度,健全和强化土地利用监督反馈机制,完善城市土地储备制度,强化土地市场管制,对土地集约利用并形成可持续发展的措施。
The concentrated expression of the shortage of land,contradiction between supply and demand brought by Liaoning urban development is analyzed.Urban expansion in the occupation of arable land is serious.Because of the rapid expansion of the city,urban land use of old stock is irrational and inefficient.The efficiency of the use of the land is low.The land of the development of real estate is big.The phenomena of unrealistic ＂big city＂and the acceleration of urbanization are widespread.There are still some aspects of government behavior problems requiring us to prepare a scientific and rational urban planning.So we need to establish and improve the land use system in Liaoning,improve and strengthen the supervision and feedback mechanism of land use,improve the urban land reserve system and strengthen land market regulation.So we can realize the intensive land use and the sustainable development.
