为适应当今社会发展要求,干部人事档案新的"开放式"管理模式成为一种必然。在保密机制前提下,如何做好干部人事档案"开放式"管理工作,更好地"开放式"服务于人才选拔、人才流动的过程,进一步发挥它的现实凭证和历史查考价值,成为本文所要研究和研讨的重点。
