摘要
长期以来,我国城市基层社会一直实行"街居制"管理体制。新时期,随着社会转型、企业转制和政府职能的转变,社区的居民结构和工作任务发生了深刻的变化。为适应城市治理和社会发展的要求,城市基层社会管理体制在保持"街居制"架构下经历了三次变革,并都取得了一定的成效,但同时都没有从根本上解决城市基层管理关系不顺、职责不清等难题。为此,需要用新思维来突破城市基层管理体制的改革困境,而铜官山区"区直管社区"改革契合了改革需求,通过撤销街道办事处,重构基层社会管理体制,实现了政府行政管理与社区自治的有效衔接和良性互动。
The ＂subdistrict-community＂ administration system has been carried out for a long time in cities. Nowadays, the residential structure and work task in community have undergone great changes in accordance with social transition, enterprises restructure and government functions transformation. In order to suit with the requirement of city governance and social development, city＇ s social administration system has experienced three reforms and achieved some results, but they cannot solve problems such as confused management or unclear duties. Therefore, it is imperative to solve the predicament in the social administration reform by bringing in new thoughts. The reform of community under direct district administration in Tongguanshan is a good example which meets the requirement. By cancelling subdistrict offices and reconstructing urban grassroots administration system, the district realizes effective connection and positive interaction between government administration and community autonomy.
