摘要
鄱阳湖地区具有丰富的生态资源与良好的生态环境,如何将这些生态资源与环境资本化,进行生态资本运营,以达到生态资源保护和壮大的目的,就成为目前亟待解决的现实问题。本文通过对鄱阳湖地区的资源禀赋进行分析,提出如下建议:鄱阳湖地区生态资本运营的战略目标是建立绿色农副产品供应基地、生态工业基地、鄱阳湖休闲度假基地、会展培训中心、生态房地产业等;基于鄱阳湖地区生态功能分区,构建鄱阳湖地区生态资本运营的发展模式;应加大对鄱阳湖地区生态资本运营的金融支持力度和科技支撑力度,加强环境资源保护以及对鄱阳湖生态经济区建设的政府支持力度,促进生态资本市场发展壮大,在鄱阳湖地区构建生态与经济耦合发展模式,走生态环境与社会经济相互协调的可持续发展道路。
There is generous ecological capital in Poyang Lake Area, but in order to achieve the monetization of the capital, we need to keep and increase its value by using ecological capital operation. The objective of ecological capital operation is to build a base for green agricultural products and the ecological industry, an area for leisure vacation around Poyang Lake, a center for exhibition and training, and an ecological real estate industry. By increasing financial and technical supports for the ecological capital operation in Poyang Lake Area, strengthening environmental protection and increasing the governmental support for the construction of the Poyang Lake Ecological Economic Zone, we could build a coupling development mode of ecology and economy in order to seek a way to achieve a sustainable development with ecological environment and social economy in harmony.
