When Zhang Zuolin dominated the north-east of China, he adopted a foreign policy toward Japan characterized by taking advantage of each other. He wanted to get Japanese support and dodge the responsibility of "selling his motherland", so he took a "Double-faced" foreign policy toward Japan, i.e. he resisted the "21 treaties" signed by Yuan Shikai at all times and intended to suppress Japan by using the force of Europe and America with a hope of independence by getting out of Japanese control. This poli- cy, leading to the intensification of the contradictions of exploitation and anti-exploitation, maintained the interest of the Northeastern Warlord and, to some extent, protected the national interest and sovereignty.
