摘要
我国二元经济结构在城乡生产要素市场上的二元性凸显。统筹城乡发展,实现二元经济转化,关键是促进城乡生产要素合理流动和平等交换,实现要素报酬均等化。政府在城乡要素配置中的责任不可忽视。政府应采取适当的宏观经济调控政策,发挥市场监管和公共服务职能,破除阻碍要素平等交换的制度环境,为要素报酬均等化创造条件是必要的路径选择。
Factor market duality is becoming obvious. The key of the transformation of factor market duality is to promote the rational flow and equal exchange of the urban-rural factors and factor reward equalization as well. The governmental responsibility should not be ignored and meanwhile government should adapt to suitable macroeconomic regulation policy and display market supervision and public services functions in order to provide necessary institutional environment for factor equal exchange and factor reward equalization.
