摘要
目的结合安徽省打击无证行医实际情况,分析无证行医存在的原因,探讨建立打击无证行医长效机制。方法采用安徽省2008～2010年打击非法行医案件统计资料进行分析。结果无证行医仍然存在;无证行医案件处罚力度偏低;无证行医案件强制执行比例逐年升高;租赁房屋是无证行医人员主要的诊疗场所;无证行医案件中有28.91%曾经因非法行医被卫生部门行政处罚过;个人无证开展诊疗活动是无证行医的主要形式。结论继续深入推进医疗体制改革,完善基本医疗网络,加强卫生法制建设,广泛宣传动员,建立打击无证行医的长效监管机制。
Objective To analyse the reasons for the existence of the unlicensed medical pratice and study the establishment of long-term mecnhanism to cracking down on the unlicensed medical practice,with the actual situation of fighting against the unlicensed medical pratice.Methods We analysed the statistics of the cases about fighting against illegal medical practice in AnHui Province from 2008 to 2010.Results Unlicensed medical practice still existed;The punishment in the cases of unlicensed medical practice was on the low side;The proportion of enforcement in cases about unlicensed medical practice was increasing year by year;rental housing was the main diagnosis and treatment place for the unlicensed;There was 28.91% in the total cases about unlicensed medical practice which had been penalized by the Healthy Ministry;The clinic activities performed by individuals without license was the major form of unlicensed medical pratice.Conclusion Continue to promote further the medical service organizational reform,improve the basic medical network,strengthen relevant laws and regulations concerning health,conduct extensive propaganda and mobilizationm,and establish a long-term monitoring mechanism for cracking down on unlicensed medical pratice.
