摘要
改革开放新时期,中国共产党一直十分重视改善民生。然而,党对改善民生的认识和决策也有一个发展变化的历程。应该说,改革开放的前20年是将改善民生从属于经济建设的,民生的改善相对滞后。进入新世纪特别是党的十六大以后,随着经济的发展和对共产党执政规律、社会主义建设规律、人类社会发展规律认识的深化,党作出了加快以改善民生为重点的社会建设的决策,完善了中国特色社会主义事业的布局,推进了我国经济建设、政治建设、文化建设和社会建设的协调发展。
Our Party has always attached great importance to improving people＇ s livelihood in the new period of reform and opening up. However, the understanding of and decision-making on improving the livelihood of the people also has a history of changes and development. It should be said that in the first two decades of reform and opening up the improvement of people＇ s life was subordinated to economic development and the livelihood im- provement lagged behind. In the new century, especially since the Sixteenth CPC National Congress, with the economic development and the deepening understanding of the laws governing the Communist Party ＇ s governance, socialist construction and the development of human society, the Party made the decision on accelerating social development with the focus on improving people＇ s livelihood, perfected the layout of the cause of socialism with Chinese characteristics and promoted the coordinated economic, political, cultural and social development in China.
