摘要
运用世界卫生组织建议的床位需要量测算方法测算了上海精神卫生服务的床位需要,结合上海实际情况,提出了分阶段扩大床位供给的方案,以及优化精神卫生服务提供系统、提高床位使用效率的设想。研究认为,上海精神卫生服务床位存在着供给不足和效率低下双重问题。为解决供给不足问题,针对患有重性精神疾病而可能发生严重危害社会行为的病人应配置床位3518张(每千人口0.25张),针对患有重性抑郁障碍有自杀倾向的病人应配置床位2259张(每千人口0.16张),针对患有重性精神疾病可能致残的病人应配置床位10554张(每千人口0.75张),具体床位配置水平应与经济发展和医疗保障水平相匹配。
In this paper,a method recommended by World Health Organization has been employed to measure the bed need of mental health services in Shanghai.This aims to gradingly expand the supply of beds in line with optimizing the mental health service system and increasing the effective utilization of beds.We believe there is a dilemma of insufficient supply and inefficient utilization concerning beds allocation.To solve the problem of insufficient supply,for those people with serious mental illness who may be serious harm to society,3 518 beds （0.25 per 1 000 population） should be equipped to meet their need;for those people with severe depression who has suicidal tendencies,2 259 beds （0.16 per 1 000 population） should be equipped;for those people with severe mental illness who has the possibility of self-mutilation,10 554 beds （0.75 per 1 000 population） should be equipped.The principal of bed allocation should be in line with the economic development and the level of medical protection.
