摘要
作为典型的煤炭资源型城市,淮南市产业结构工业比重较大,尤其是存在着煤炭以及电力、化工产业过重,其他产业发展不足的问题。这种产业结构的形成有很深厚的历史原因,对淮南市当前的经济和社会发展形成较严重的瓶颈制约。因此,以政府政策为导向的产业结构升级显得尤为重要。以财政政策为例,分析政府政策对淮南市产业结构调整的支持力度,从而为今后地方政府政策的制定和实施提供依据。
As a typical coal resource - based city, industry accounts for a large share of the industrial structure in Huainan, which leads to problems of excessive proportion of coal, electricity and chemical industry and other inadequately developed industries. The deep -rooted historical causes underlying the formation of the industrial strueture has become a serious bottleneck of the economic and social development of the city. Therefore, the government policy - oriented upgrading of the industrial structure is prominent. Citing the fiscal policy as an example, this paper analyzes the degree of the government policies＇ support for industrial adjustment in Huainan, which provides the basis for future policy formulation and implementation.
