摘要 中国的水库工程随着使用寿命长、功能退化等,部分水库大坝或将除险加固,或将报废拆除。文章分析了水利部门和电监会对大坝安全性态的分类,并综合汶川地震中对震后病险水库的分类,将三类坝或险坝分为溃坝型、高危型、危险型3个子类。通过对溃坝型、高危型水库大坝进行风险分析,将大坝按其具有的风险程度进行排队,找出其中风险度最大的一座或几座大坝实施退役评估,若成本大于效益,则直接报废水库大坝;若效益大于成本,则可考虑对水库大坝进行除险加固。对危险型水库需要作进一步的安全鉴定以及必要的维修加固等。 Although reservoir projects of China have played a huge role in flood control, irrigation, power generation, water supply, ship- ping and aquaculture, with life and function degradation, some of the dams will be rehabilitated or removed. This paper analyzes the classification of dam safety state made by the water sector and the State Electricity Regulatory Commission, and based on the classification of dangerous reservoirs after the Wenchuan earthquake, divides the third type dams and dangerous dams into three categories: break-risk type, high risk type and risk type. Through risk analysis of those dams and ranking them by their risk degree, one or several most dangerous dams are picked out for decommissioning assessment. If the costs exceed their benefits, the dam will be directly scrapped. If the benefits outweigh the costs, rehabilitation of the dam will be considered. For the risk type dams, further safety tests and assessment, necessary maintenance and rehabilitation shall be carried out.
