摘要
作为城乡居民基本养老保险制度的试点地区,郑州市城乡一体化的做法对全国具有一定的启示作用。实证研究的结果显示,加大政府财政补贴力度、提高养老金待遇水平、增设高档次缴费标准、处理好制度衔接问题、增强经办机构能力、加强监督管理、做好组织协调工作是推进我国城乡居民基本养老保险试点工作的关键。
Promoting the construction on the social pension insurance system of residents in urban and rural is being concerned by the government in recent years. As the pilot area of the basic pension insurance of residents in urban and rural, the integration between the urban and the rural in Zhengzhou has the type. The article proposed some valuable proposal on promoting the pilot work on soeial pension insuranee of residents in urban and rural by the analysis of the pilot situations in Zhengzhou. The investigations in Zhengzhou shows that there are being some serious problems such as low-level treatment of pension insurance,lower interest on attending pension insurance among the young and middle-aged, serious deception phenomenon, inadequate handling ability,more connecting problems among relevant systems, diffieuh coordination cooperate. These problems could be solved by increasing the finaneial expenditure and improving treatment level on pension and setting up high grades payment standard and doing the connecting among systems and enhancing the ability of handling institutions and strengthening supervision management and doing organization and coordination work.
