社会管理创新的重点在基层。夷陵区乐天溪镇面对尖锐社会问题,创新社会管理理念、管理机制和管理方式,实行农村社会管理网络化,网络管理区域化,区域管理能人化,能人管理组织化,创造出农村社会化管理新模式,给基层社会管理带来重要启示。
As facing many serious social problems,the governmental departments of Letianxi Town in Yiling District in the past years has innovated much in administrative philosophy,mechanism and modes to adopt regionalized network management in rural areas with able villagers guided by systematic regulations to participate in administrative process.This paper introduces the new rural administrative mode and makes a thorough analysis of its inspirational significances.
