公共性是政府公共关系价值的本原,政府公共关系通过对社会伦理道德的提倡以确保公共利益与私人利益的统一;强调建立在政府公共责任基础上的责任和权力之间的平衡关系。"共主体"关系和谐理性是政府公共关系价值的核心,政府公共关系致力于营造具有相互尊重、平等对话、"和而不同"的关系生态,以确保政府与社会公众和谐共存、共谋发展。
