摘要
在特定历史背景下,1988年英国改革了出租私房部门长期以来的管制政策,给予了市场更多的自由,从此拉开了这个长期衰落的住房供给部门在近20年的复兴历程。顺应大环境变化的新时期出租私房,不仅迅速成为住房体系中的重要部分,还扮演了后工业时期积极的社会经济角色。而解除管制后暴露出的一些问题,也令英国政府重新启用一些针对性的规范管理。本文回顾这些经验和教训,并探讨其对中国完善出租私房政策的启示。
Under Housing Act 1988, the private rental housing in UK was largely deregulated. The severely declined sector began to revive subsequently, playing a more and more important role not only in housing system, but also in post-indus trial society and economy. However, such a "new PRS" also brought in new problems, making the policymaker re consider some regulation measure. This article gives a review on policy and practice in private rental housing within last two decades in UK, and tries to draw lessons for China to learn from.
