摘要
中国国家林业局于2009年启动了第二次全国湿地资源调查,并颁布了《全国湿地资源调查技术规程(试行)》,作为本次调查的技术指导文件,指导各省(自治区、直辖市)制定地方湿地调查的实施细则。第二次全国湿地资源调查将中国湿地分为5类34型,通过省(自治区、直辖市)→湿地区→湿地斑块的方式进行湿地区划,采用以遥感为主的"3S"技术,利用2009年7~9月时相的CBERS-CCD、SPOT5和RADARSAT遥感影像数据,对中国境内(不包括台湾、香港和澳门)8hm2(含)以上的湿地进行调查。对第二次全国湿地资源调查的技术方法、调查范围、湿地分类、调查区划、质量检查等方面进行了论述,阐明了本次调查的技术特点和成果应用前景。
Comparison with the first national wetland investigation in China, the technical characteristics and achievements of application prospects of the second national wetland investigation in China were analyzed in the paper. The second national wetland investigation, launched in 2009, was guided by the 'Technical Regulation of National Wetland Investigation (Draft)'. Based on this technical guide and operational manual, each province could design its detailed wetland investigation plan. According to the regulation, wetlands in China were described as 34 types in 5 categories. Zoning was used for survey with 3 hierarchical scales: province (autonomous regions or municipalities), wetland region and individual wetland site. The technologies of re- mote sensing, geographic information system and global positioning system were applied in the investigation. The CBERS-CCD images were widely applied dominating with field survey during July to September in 2009. All the wetlands with an area more than or equal to 8 ha were required to be investigated. Besides, quality control for the investigation was conducted throughout the whole survey process. The application prospects of the investigation achivements were also discussed in the paper.
