摘要
低碳经济的基本要求是自然、经济和社会协调发展,是生态和谐的思想渊源,在西方和中国的传统文化中都有历史根据。生态和谐价值观的内涵包括代内生态和谐、代际生态和谐和种际生态和谐。低碳经济立法的目的性价值是生态和谐,工具性价值是生态效率。
The basic requirements for low carbon economy is natural,economic and social harmonious development,and the ideological origins of ecological harmony can be found in the history of both traditional Western and Chinese cultures.The connotation of ecological harmony includes inner-generation ecological harmony,inter-generation ecological harmony and international ecological harmony.The purpose value of legislation for low carbon economy is ecological harmony,while its instrumental value is ecological efficiency.
