摘要
1900年义和团战争爆发,北京使馆区被围,各国驻沪领事被深刻卷入战时外交,他们一方面为各国政府对华政策的直接负责人,一方面又身居交涉前线,或多或少有着因地制宜、从权操作的空间。随着外交地位上升,领事个人的个性、政见及能力,在此突发事件也显露无遗。个别领事凭借丰富的人脉关系,与清朝人士建立起公私兼及的交往,尤显得与众不同。在"东南互保"交涉前后,尤以英、日、美三国代表表现最为活跃。综合中外史料,重建外国驻沪领事活动的相关史实,可由此透视当时各国对华政策的底蕴,并深入了解19世纪末20世纪初西方外交官与清朝人士交往的一般形态。
After the occurrence of the Boxer Uprising in 1900,the Beijing embassy district was encircled,and the consuls of foreign countries were deeply involved in the war-time diplomacy.Before and after the negotiation of South-East Mutual Protection,consuls of UK,Japan and US were the most active.This paper studies historical facts about these foreign consuls and probes into the association of western diplomats and officials of Qing dynasty in the late 19th century and early 20th century.
