"先让学校幸福起来的区域教育创新工程"主要举措和成果有:(1)在全面实现十二年免费教育的基础上,进一步向学前教育延伸,向高水平全面普及十五年教育跨越;(2)努力实现涵盖外来务工子女的高水平普惠教育;(3)启动教育现代化工程,统筹城乡教育发展,提出并实施城乡中小学教师交流计划和农村学校"小班化"教育计划,大力推进城乡教育的均衡化发展;(4)加大现代教育技术装备投入和实施标准化学校建设、现代化学校建设等工程,实施和组织名校长工程、名师强师工程、领雁工程、教坛新秀培养等工程;(5)小学创特色,初中抓规范,高中上质量,职教重服务,全面推进素质教育,轻负高质;(6)大力发展职业教育、社区教育和成人教育,加快构建服务型教育体系,建成2个国家级实习实训示范基地,终身化现代教育体系基本成型;(7)与中央教育科学研究所合作,成立了所区共建的教育综合改革实验区,大力开展教育改革实验,确立了五大攻坚课题,形成了四个序列梯队,落实了十类示范基地,启动首批特色幸福学校工程。
"Creating Happy Schools First," a regional education innovation project, includes the following major measures and achievements: (1) based on the 12-year free education, extending Yinzhou education to the popularization of preschool education, so as to achieve the higher goal of the popularization of the 15-year education; (2) striving to conduct the 12-year free education, which is expected to benefit rural children living with their migrant parents employed in cities; (3) starting the project of modem education, coordinating the development of urban and rural education, implementing the program involving the exchanges between urban schoolteachers and rural schoolteachers, as well as the educational program of "small-class rural schools," and vigorously promoting the balanced development of urban and rural education; (4) increasing the investment in technology and equipment of modern education, building standardized and modernized schools, and cultivating distinguished school principals and teachers, and leading and young teachers; (5) promoting quality-oriented education by pursuing primary school education with characteristics, standardized lower secondary education, high-quality up- per secondary education, and service-centered vocational education; (6) vigorously developing vocational education, community education and adult education, and accelerating the construction of a service-oriented system of education; building two national-level demonstration bases for interning and training, and developing a modem system of lifelong education; (7) having established five crucial research topics, as well as a pilot area for overall educational reform in cooperation with the China National Institute for Educational Research, developed four echelons of researchers and 10 demonstration bases, and started the project involving the first happy schools with characteristics.
