摘要
比较分析了固定电价、阶梯电价、分时电价、实时电价的特点,认为理想化的实时电价从技术角度上缺乏可操作性。鉴于我国现阶段国情,阶梯电价作为一种过渡性策略是完全必要的。提出一种准实时电价策略,也称D-1发布实时电价策略,指出准实时电价策略是智能电网条件下建设和培育智能需求的重要手段,并且从实施的技术条件来看,准实时电价方案也是现实可行的选择。
The article analyzed and compared the character of fixed price,stepwise price,TOU price,real-time price. It is considered that the idealized real-time price lacks of maneuverability from a technical point of view. In light of the present situation,stepwise price is absolutely necessary as a transitional tariff strategy. It is proposed a quasi real-time price strategy,also known as D-1 real-time pricing strategy. Quasi real-time price strategy is an important means to construct and train smart requirement under the conditions of smart grid. And from the implementation of the technical conditions,quasi real-time pricing program is a realistic and feasible option.
