Innovation is the eternal theme in management,this paper discusses the establishment of evaluation system and the important link in operations based on the enterprise reality,highlighted the decomposition of the management duties and responsibilities in quantitative and detail,it has played an important role for the continuous improvement of the enterprises business operation.
