摘要
教育政策利益形成于政策过程的制定阶段,在教育政策实践中,教育政策制定主体、执行主体、目标群体和其他政策利益相关者对教育政策利益的形成有着不同程度的影响,其作用机制也各不相同。从政策利益相关者的视角和立场,正视教育政策利益相关者及其政策利益的存在,深入研究政策利益的形成机制是解决教育政策过程中"政策利益受损"问题的前提。
Education policy interests form in the policy-making stage of policy process. In practice of education policy, policy-making body, executive body, target groups and other policy stakeholders have different impacts on the formation of education policy interests, and each mechanism also differs. The problem of "policy interests damaged" in education policy process can be solved on the premise that we reexamine the existence of policy stakeholder and policy interests from the perspective of policy stakeho!der, and deeply study the formation mechanism of policy interests.
