基于效用函数的居民阶梯电价方案的节电效果评估 被引量:24

摘要 从居民对电价的承受能力、供电成本和地域的影响3个方面,分析了制定居民阶梯电价需考虑的关键问题。基于微观经济学的效用论,将不同价格梯段所对应的电量视为不同的商品,建立居民阶梯电价方案的评估模型,用来评估不同阶梯电价方案所带来的节电效果。通过算例分析验证了提出模型的有效性和可操作性。结果表明,居民阶梯电价各个档次的电价越高所起到的节电效果越好。研究成果有助于居民用户作出更为科学的用电决策,并为政府部门制定和推行相应的电价政策提供依据。 This paper analyzes the key problems in setting the tiered price for residential electricity from the three aspects: the residents′ affordability of electricity price,power supply cost and regional influence.Based on the microeconomic utility theory,the power on different price ladders is viewed as different commodities,and the assessment model for different tiered pricing is established to evaluate the energy-saving effect of different tiered pricing.Calculation examples the have verified the effectiveness and operability of the model.It is concluded that the higher price of each grade on tiered pricing,the better effect on energy saving.The result can help residents make more scientific decisions in the electricity consumption,and provide the government with the basis for the formulation and implementation of electricity pricing policies.
