摘要
确保义务教育投资趋于优先增长,国家加大对义务教育的公共财政投入比例,切实重视义务教育质量是西方国家普及义务教育的基本经验。鉴此,青藏地区在推进义务教育公平发展的过程中,除了要加大义务教育的公共财政投入,还要积极开展课程与教学,切实提升办学水平。为此,认真总结和反思青藏地区普及义务教育道路,关注学校发展、实现义务教育资源的公平配置、提高义务教育教学质量和教师专业化水平,突出提高质量在实现义务教育公平发展中的核心与关键作用,对于青藏地区义务教育的公平发展具有重要意义。
We can find in Western compulsory education such experiences as it takes priority in investment increasing;public finance investment in it takes a larger proportion;its quality is effectively emphasized.Therefore,besides increasing the public finance investment in compulsory education,Qinghai-Tibet region needs put more emphasis on the quality of compulsory education through improving its curriculum and teaching practice,actively improving its ability in running schools,which are necessary for equitable development of the region in its compulsory education.It is very important that the region should reflect its past experiences in universalize compulsory education,should pay more attention to its school development,should impartially allocating its educational resources,should promote teacher specialization,especially should stress the central role of quality in realizing the equitable development of compulsory education.
