摘要
煤炭是国家的重要能源,煤炭生产是国民经济的重要组成部分。煤矿安全生产状况直接关系到国家和人民的生命财产安全,也关系到企业的稳定与发展。山西省煤炭资源整合后面临新的发展形势,分析煤炭安全生产的现状以及存在的法律问题,剖析了煤炭企业安全生产制度的具体缺陷,构建整合后崭新的煤炭企业安全生产的法律体系,建立并完善煤炭安全生产的立法体系和安全生产监管的法律机制,为山西省煤炭企业安全生产保驾护航。
Coal is an important national energy, and coal production is an important part of the national economy. The situation of safe production of coal mines is directly related to the country and people＇s life and property, but also to the stability and development of enterprises. After the integration of coal resources, Shanxi is facing new development. This paper analyzes the current situation of safe production of coal and the existing legal issues, and the specific defects of coal enterprise＇s safe production system, designs a new legal system of coal enterprise＇s safe production after the integration, establishes and improves the legislative system of coal＇s safe production and the legal mechanism of safe production supervision for the smooth progress of coal enterprise＇s safe production.
