摘要 水利应急管理系统是水利应急体系的重要组成内容,是实现应急处置科学决策、快速响应的重要技术手段。对水利突发事件应急管理的信息流程、采集要素和种类进行了分析,研究水利应急管理系统与业务应用系统的关联,提出水利应急指挥系统3种构建方式,并从共享资源的角度分析水利应急管理系统建设的几个关键环节。构建时要考虑已建和待建的其它业务管理系统,以防汛抗旱业务系统建设为契机,还应考虑与其它突发事件应急措施的结合,以提供综合防灾体系的接口。 Emergency management information system on water resources, a significant composition of emergency system on water resources, is an important technical method to realize scientific decision-making and fast response to emergency. The article makes an analysis on information flow, collection element and types of emergency management on water resources, discusses the relationship between the system and business application systems, proposes three construction patterns of emergency command system. Key points for the construction of emergency management information system on water resources are also analyzed in the view of resources-sharing. When setting up a system, it is important to take into account set-up business management information systems and systems to be built by taking the chance of constructing flood control and drought relief business system, as well as its integration with other incident emergency measures to offer the interface to integrated disaster relief system.
