摘要
2010年全球海盗兴风作浪,被劫持船舶及人质数量均创历史新高。为引起国际社会对海盗问题的关注,国际海事组织将2011年世界海事日主题定为"协调一致应对海盗"。通过分析2010年海盗发展态势,本文从主管机关、航运企业、船舶及海军四方面提出切实可行的应对措施,减少海盗对航运业的影响,降低被劫持的风险。
The number of hostages and vessels taken by pirates were the highest in 2010 than in any other year on record.To enable the international community to pay attention to the problem of piracy,the International Maritime Organization decided the theme of 2011 World Maritime Day to be＇Piracy： Orchestrating the response＇.By analyzing the development trend of piracy in 2010,the article proposes practical response measures to reduce the impact of piracy on the shipping industry and the risk of being hijacked from the authorities,shipping companies,the ship and Navy.
