摘要
当前,区域公共问题的频繁发生凸显了传统科层制内向型行政和单边行政的治理模式与区域公共问题外部性特点之间的矛盾。这要求加强地方政府之间的合作治理。然而实践证明,现有的地方政府合作机制由于存在效率低下,缺乏制度和法律上的保障,无法从根本上解决区域公共问题。因而,构建超越地方政府合作基础之上的地方政府协作机制,加强地方政府协作的制度化建设,法律保障机制建设,责任分担与惩处机制和多中心治理机制建设就成为治理区域公共问题的重要途径之一。
Now days,the frequent occurrences of regional public problems highlight the contnct netween the governance model of introversive administration and unilateral administration in traditional bureaucracy and the externality characteristics of regional public problems. This requires strengthening the cooperative governance between local governments. However, practices show that the current cooperative mechanism of local governments cannot fundamentally solve the regional public problems due to low efficiency, lack of legal and institutional protection. Therefore, the establishment of collaborate mechanism between local governments beyond the basis of local governments cooperation, strengthening systematic construction, legal protection construction, responsibility sharing and penalty mechanism, and multi-center management mechanisms construction have become one of the important ways for the governance of regional public problems.
