摘要
加快转变经济发展方式,既是一场攻坚战,也是一场持久战。垦区要从系统论中最佳化的角度,走科技兴垦、人才强垦和管理创新之路,按照分层次管理的原则加快经济发展方式转变。同时,在加快转变经济发展方式中要正确处理好各种关系。
Accelerating the transition of economic development mode is a tenacious and protracted war. From the optimum angle of the System Theory and according to the hierarchical management principle, the reclamation area shall take a path of science and technology developing the reclamation, talent reinforcing the reclamation and management innovation to accelerate the transition of economic development mode. In the meantime, the relationships should be dealt with properly in the process of accelerating the transition of economic development mode.
