摘要
行政文化是公共行政体系的深层结构与精神内核。运用混沌理论可以更好地揭示公共行政体系的特性,为行政文化的建设从无序走向有序开拓一种新思维。前瞻性的行政文化建设不应以维系组织的平稳为目的,而应促使组织和组织中的行政人员都具备一种积极创新、求变的精神,并在与社会的互动中确立和适时调整变革的方向。
The administrative culture is the deep structure and spiritual core of public administration system. The chaos theory helps to reveal the characteristics of public administration systems so as to develop a new way for the administrative culture free from disorder. Forward-looking construction of administrative culture should be aimed to help the organization and the administrative personnel promote the spirit of positive innovation rather than sustaining the stability of the organization.
