摘要
农村土地管理制度是否科学、合理,对稳妥解决"三农"问题的影响极大。稳妥推进农地流转,是构建新型土地生产关系、深化农村土地制度改革、加快农业发展方式转变、适应农村经济社会发展的需要。然而近年来,我国农地流转实施过程中一些问题依然突出,影响了流转效果,一些农民的利益受到损害。并由于法制化、规范化程度低,农地流转的可操作性差,风险较大。正确发挥政府作用,加强对土地流转的管理,完善流转配套政策和制度,有利于健全土地流转机制的措施,规范管理农地流转。
Whether the rural land management system is scientific and proper has great influence over the appropriate solution of the issues of agriculture,farmers and rural areas.Promoting farm land transfer safely is the need for constructing a new type of land production relationship,deepening the rural land system reform,speeding up the change of the agricultural development mode,and adapting to the economic and social development of the countryside.In recent years,however,in the implementing of our country’s farm land transfer,there appear some obvious problems that have affected the result of farm land transfer and have done harm to the interest of some farmers.Besides,there is great risk due to poor legalization,standardization and operability in the farm land transfer.Exerting the function of the government,strengthening the management of land transfer,and perfecting the supporting policies and system of farm land transfer are helpful to establish sound measures for the land transfer system and to regulate the management of farm land transfer.
