摘要
西和县集体林权制度改革后,分散生产的林农和千变万化的大市场之间的矛盾日益突出,林农个体经营和林业规模经营性质之间的矛盾逐渐显现;公益林补偿低,森林资源保护形势严峻;林业生产短期效益有限,导致林农对从事林业生产热情不高;在林业生产中林农经营、管理等技术能力相对较差;资金投入不足;林业科技服务工作滞后;管理机制不健全、制度不完善。针对这些问题,可通过提高生态公益林补偿标准,完善森林管护机制;发展特色林业产业,调动林农生产积极性;开展科技下乡活动,提高林农科技能力;并且大力开展以建立机构、健全制度、完善机制、强化服务等为主要内容的配套改革,才能真正建立起林业科学发展的长效机制,实现森林资源增长、农民增收的目标。
Under collective forest tenure reform of Xihe country,the contradiction between forestry farmer＇s scattered production and ever-changing big market is becoming increasingly conspicuous,the contradiction between individually-owned business of forestry farmer and forestry scale business gradually appear.Compensation of the public welfare forest is low,and situation of forest resources protection is severe.Short term profits of forestry production is limited,which leads to low enthusiasm of forest farmers in participating in forestry production.Their technical capacity in forest practice and management is relatively poor.Capital investment is insufficient and work of forestry science and technology service is delayed.Management mechanism is not perfect and the system is not perfected.Aiming at these problems,we can improve the ecological public welfare forest compensation standard and forest management mechanism,development characteristic forestry industry,mobilize the enthusiasm of forest farmer,carry out science and technology activities,and improve technology ability of forest farmers,as well as develop coordinated reforms,such as building institutions,perfecting system and mechanism and strengthening service,etc,so that we can built up the long-term mechanism of forestry science development and realize the goals of increasing forest resource and the income of farmers.
