摘要
随着20世纪80年代始于英国的"新公共管理运动"的开展,政府创新很快成为一项全球运动并取得了丰硕的成果。这些实践成果的取得是和公共行政领域的理论发展密切相关的,可以说,公共行政理论与政府创新实践的演进脉络是重合的。因此,对国外政府创新的理论背景和实践成果结合起来进行系统分析和研究是我国政府创新对国外政府创新成果进行借鉴的前提。
As the new public management movement began in the eighties of last century in British,Government Innovation quickly became a global movement and achieved fruitful results,those results achieved in practice are closely related to the development of public administration theory,in other words,evolution of public administration theory is coincidence with practice of government innovation.Therefore,system analysis and reseach on the theoretical background of the foreign government innovation combined with practical results are premise that our government to learn from foreign government innovation.
