摘要
为减少生产过程中的伤亡事故,国家各部委纷纷出台相关文件,前不久,建设部也为此发文（659号）要求塔式起重机工作15年后报废。保证安全是659号文件的初衷,但这一文件在体现对劳动者关心的同时，也表明其基础研究的不足。
In order to reduce casualties in the production,the national ministries have put out relevant documents in succession.Not long ago.the Ministry of Construction also issued a document（No.659） for requiring the retirement of tower cranes in 15 years. The protocol＇s original intention is security. Although,this document does reflect the concerns for workers,at the same time, it also embodies the lack of the basic research.
