摘要
开发利用水资源和防治水害,应当全面规划,统筹兼顾,实行统一管理与分级、分部门管理相结合的制度,尤其要加大统一管理的力度。在实现水资源统一管理的问题上,要争取领导的重视与支持,要制订出规范性的文件,还要注意解决统一管理的几个误区,有效促进水资源管理的可持续发展。
The development and utilization of water resources and the prevention and control of water disasters should be comprehensively planned,take all factors into consideration,and exercise a system of combining the unified administration with the administration at various levels and by various departments,especially strengthen the unified administration.In order to realize the unified administration of water resources,must fight for the attention and support of leadership,worked out the normative documents,pay attention to solve some pitfalls of unified administration,and effectively promote the sustainable development of the management of water resources.
