摘要
专利资助政策是政府运用公共财政资源鼓励自主创新和促进专利事业发展的重要举措。本文以2007年中国30个省区数据为样本,采用灰色关联法对专利资助政策功能进行了定量分析。结果表明,专利资助政策对研发投入热情、社会文明发展、专利申请数量和专利质量均具有比较显著的影响。基于此,提出完善专利资助政策的政策建议。
The patent subsidy policy is an important government measure to encourage self-innovation and promote the industry development with public finance.The paper collected the data of 30 provinces in China in 2007 and applied the grey correlation analysis to make quantitative analysis on the functions of patent subsidy policy.The outcome showed that patent subsidy policy has significant effects on the RD incentive,social civilization level,the number of patent applications and patent quality.On the basis of the outcome the advice was put forward.
