摘要
提出了船舶营运安全控制的基本方法．该方法对于保证海上运输安全，防止危害的发生或控制危害，以及使其对人员的危害、财产的损失和对环境的损害减少到最小程度将起到重要作用．
The principle of cybernetics has universality in the natural world, and it is also one of the fundamental principles in management. Ship safety management, as a branch of management, submits to the same principles. On the basis of the fundamental principles and methods, this article offers the basic method for controlling the ship safety in transportation, which aims at the real practice in ship safety management.
